Frustration with Wireless on PowerBook G4

Hi,

When at home, my Powerbook G4 never defaults to my own secured wireless network...it almost always jumps on to a neighbor's unsecured wireless network. I've gone into System Preferences>Network>AirPort and removed the neighbor's network and also put my network at the top of the Preferred Networks window to prioritize my network. Still, when looking at the networks in the menu bar my network is at the bottom of the list, the neighbor's network is at the top and the computer will join that neighbor's network.

Is there somewhere else I should check / change in order to stop jumping on the neighbors stinking unsecured network?

Here's the Mac's details:
PowerBook G4 / 1.67 GHz PowerPC G4
OSX Version 10.4.8
