1. I needed to do it in order to compare 1.1.4 and 1.1.5 on my iPod touches, both of which I'd upgraded to 2.0
2. Some have found the 2.0 software less than stable and are interested in returning to the more stable 1.x version.
3. Jailbreak.

It won't work on the iPhone because its version of the upgrade also changes the firmware on the iPhone's modem. An older update sees the newer firmware on the modem and just gives up.
And I explained earlier why you'd want to do this. I've had a couple of messages from touch owners who don't like the way their iPod performs with the update and they'd like to go back (and jailbreak their touches in the process). This is that way.
