Cant update Mac OS X

I have recently reinstalled my powerbook G4 - but now my Mac Os X is version 10.3.9 and wont show any more available updates through the software update search. When I go to apple.com and try to download the 10.5 recent version, it first says that you need at least v10.4 - which I cant find a download for. When I try it anyhow - it gives me a message sayin git cant find the manual bills.

Is it even possible to update from 10.3.9 or do I have to purchase the new Mac Os X version...

Also - my keyboard is messed up - my question marks are E and my brackets keys produce ?CA- any suggestions there also(question mark)

10.4 and 10.5 are not free updates.
You will have to purchase them.
I think you can purchase 10.5 and upgrade skipping 10.4.
