Launching Safari in Leopard

I wonder if there is a way to set Safari to launch a new window when using the icon in the dock as opposed to it opening an existing window that has been minimized. I often have several browser windows open and would like a new window to open when I or someone else starts a new session. Any ideas on this? Thank you.

Ctrl+click on the icon in the dock and select new window

-Hi,

With any browser Command + N will quickly open a new fresh window. Google is set as the default site at this end. If we're on the same page... B-)
