Changing keyboard keys to fit language

Hi!
I am new to the world of Mac as I bought my first macbook today. I bought my macbook in germany, and therefore with a german keyboard. however i am norwegian and have therefore chosen upon starting my macbook the norwegian language keyboard. this works fine except for one thing. the Z button on the keyboard is where the Y button is an vice versa. This means that when i press the Y button i get a Z! is there anyway i can modify this??

i know i can change all the other buttons (not letters) from the system administration, but is there any way of choosing which keys go to which letters?
