The game I remember is Kennedy Approach on the Amiga, which was more like ATC. You started out on graveyard shift at an airport and as you completed shifts, you'd get promoted to busier times and airports. While Kennedy Approach didn't have clouds to deal with, you had to worry about aircraft altitudes as well as headings, and you'd have the occasional emergency landing to deal with.

I've been playing the ATC game from Lunagames on my Nokia and went straight out and got it when it hit the iPhone. ATC 4.0 is really my favorite game out at the moment with very addictive game-play... Been losing some sleep ;) I think this is their website http://www.atcgame.com

The game I remember was even more primative than Tracon II, but equally as addictive. On Compuserve there was a multiplayer Tracon game circa 1986. It was one of the first multiplayer games ever. I think it may have been written by the guys who wrote Tracon II. Aircraft were simply letters of the alphabet, airports were simply a number and the grid was a series of "+" marks.

You'd be handing off aircraft to your neighbors and handling inbound flights, aircraft traveling through your sector, takeoffs and landings. Moving up would be a command like U-airplane letter (i.e. "ua"). down or land=d, T=takeoff, L=left, R=right. As you progressed the frequency, total number of aircraft and number of neighboring sectors would increase. So simple yet so engaging.
