I posted my message for the benefit of Canadians who read this forum who might be wondering why Skype isn't showing up on the App Store (and for anyone else who's interested). It's actually the CRTC (Canadian Radio-television Telecommunications Commission) that is blocking the app, not Skype, and I may send them a message.

You've misread the article. It clearly states in the fourth paragraph:
bq. Haas said this is because of patent-licence restrictions but would not elaborate except to specify that it is a patent issue related to Skype, not Apple.

The CRTC doesn't allow the Skype In service, per the CBC story:
bq. Canadian Skype customers . . . are already unable to use Skype's "Skype In" service, which allows users to receive calls from landlines and mobile devices, because CRTC regulations require phone service operators to offer enhanced 911

Unfortunately it's not that simple. My account is tied to the Canadian iTunes Store and it's my understanding that I'd need a US address, IP address and credit card to access content from the US store.

Yes it is; a US gift certificate will allow downloads from the US store.

The key point here is that it's CRTC regulations that are preventing the app from being offered in Canada.

From Apple's web site:

Can I redeem a US gift certificate or gift card if I live outside the US?
Gift certificates and gift cards purchased on the iTunes Store are valid for use only in the country in which they were purchased. Gift certificates purchased in the United States may only be redeemed by residents of the United States.

Not unless you have more info that you're not sharing. The article that you linked to clearly states that it's "patent-licence restrictions". There is no mention of the CRTC in the part about the iPhone app not being in Canada. None.

CRTC regulation have restricted only the Skype In service, according to the article

Unless things have changed very recently it still works, though I believe the purchase must be made from the iPhone/iPod Touch.
