You've misread the article. It clearly states in the fourth paragraph:
bq. Haas said this is because of patent-licence restrictions but would not elaborate except to specify that it is a patent issue related to Skype, not Apple.
The CRTC doesn't allow the Skype In service, per the CBC story:

Unfortunately it's not that simple. My account is tied to the Canadian iTunes Store and it's my understanding that I'd need a US address, IP address and credit card to access content from the US store.
