Does “jailbreaking” an iPhone include unlocking it to run on a different carrier’s network (obviously GSM)?

Not necessarily. You can jailbreak an iPhone without unlocking it. However, you can't unlock an iPhone without jailbreaking it.

So, jailbreaking gives you access to the iPhone's guts so you can access its data and manipulate its files. Unlocking goes after the iPhone's modem firmware, allowing the phone to be used on other GSM networks.
