Sounds like a solution searching for a problem. I personally like the design of the apple's magesafe as it does exactly what its intended to do - detach when tugged on. Given the fact that we're talking about a laptop with a battery, the risks of detaching the powercord is rather miniscule. I'm not sure there's too many (or any) situations where the need for a powercord to stay plugged in more securely.
What happens if you need to use the ethernet port, it looks like you'll not be able to use the collar.

I've owned a 17" MacBook Pro since they were first introduced three years ago. The MagSafe saved my MBP from a deadly fall at least twice. On numerous occasions it saved the MBP from a sudden jerk which may or may not have damaged the spinning hard drive and/or caused some data loss.
At least for me, the only time I can imagine a situation "where it's safe to circumvent the MagSafe's protection" is where it's improbable the power cord would accidentally get hooked by a foot or something else passing by. But, in that scenario, it's also unlikely the power cord might accidentally disconnect.
I agree with maflynn: the collar is a solution searching for a problem.
I wouldn't pick one up even if they were being passed out for free at a trade show.

I personally HATE the magsafe attachment, it's a massive raging PITA.
However, $18 for a piece of plastic that snaps into the ethernet jack? I'll deal with the magsafe....

Tell me the name of that company again?
Was their product press release dated April 1st.?.
Pity Apple didn't redesign the MagSafe connector,(right-angled or otherwise), along the lines of the more substantial unit used on the new LED Cinema Display power relay cable.
