You don't need to (and shouldn't) use the special developer mode of Dashboard to do this. There are better ways to accomplish this task. My HoverDash application makes this easy and doesn't use the developer mode of Dashboard. No terminal commands needed. It's free at http://platkusworld.com. This isn't an ad, just trying to be helpful.

Hints here are typically written to not use any third party solutions. That doesn't mean there aren't better ways to do it -- I completely agree. The point of the hint, though, is to explain how to do it yourself, if you so desire.

Well, golly, that sure is cool, but NOW what do I do with it? I'd like to "widgetize" some video I have on my own website and then distribute that widget to friends....only I can't see that it's possible. Tell us, is it? And if so, how?

Safari's tool isn't designed to create standalone widgets. There's no save mechanism, for instance, so the widgets you create are ephemeral -- close them, and they're gone.

To create a distributable widget, you'll need to use Dash Code, Apple's widget development tool. However, you'll need some programming experience to create your own widgets in Dash Code (at least some Javascript knowledge).
