Initially, I didn't like Top Sites much either-it was way too slow to load and the previews were way to small to be of any reasonable use. However, it's grown on me substantially. Here is what I did:
1. Take the 4 most common sites I go to and "pin" them permanently where I want them. This way, they don't move, but update as needed, and the other two spaces change depending on my browsing habits. If I've been spending a lot of time looking at something I might not have bookmarked, it's easier to get back there than searching through the History.
2. Reduced the number of pages to 6. At 24, you can't see anything on a 13" screen. Even with only 6, you aren't going to get a ton of info, but for sites that update frequently (CNN for example), you can get an idea of what might have changed.
3. Set my preferences to open Top Sites when I open a new window or Tab (you can do different things for each if you like). If I'm going somewhere specific, I'd need to type the address or click a bookmark anyway, but if I'm just casually browsing, it can actually save some time or call out some interesting changes at one of my main sites that I want to see.
If you use this for real-time previews of a lot of sites, you're going to be disappointed, particularly if you're on a laptop-the stuff is just too darn small.
I use it more as a navigation menu, almost like having multiple home pages to choose from each time I open a window or tab sort of "your favorite favorites".
Certainly turn it off it you don't like or use it, but once I figured out how to make it work for me, I really like it.
