First will depend on how they made the form. Some are designed so that you can enter the data and print it, but not save the data. Other will also allow you to print and save the data. And some are just "dumb" PDF versions of "paper" forms with no "default" way of filling them in on the computer.
If it is the last, then you can still fill it in on the computer if you have a full PDF editor (such as the full Acrobat program) by essentially editing the form.

There are cheap alternatives to Adobe Acrobat. If you'd like to edit a dumb PDF then I suggest you check out PDFpen and PDFClerk. Here's a comparison of the two apps in detail. The apps aren't free, but they're much much cheaper than Adobe Acrobat.
Note: There's a standard and a Pro version of PDFpen. The Pro version has the feature to make dumb PDFs fillable. It's a little more expensive then the standard version, but still way cheaper than Adobe Acrobat

If so, then you will need either the full Acrobat or one of the competitor programs that are usually cheaper that will let you edit (or add text) the PDF in some fashion. I am not aware of any free programs (for Windows or the Mac) that can do that level...plenty of free ones that will create PDFs, just not edit them.
