Hi! I am setting up my website using iweb '09 and I am interested in having an rss option for people viewing my blog so they can subscribe. How would I get this option in my iweb website?

This is built into iWeb, i believe you will find this useful:

Also, go to the help window and type in RSS, it will show you all the stuff on RSS, and in the inspector there is an RSS panel.

Thank you for the suggestion, I was able to learn more about the setup in iweb. Unfortunately, this did not provide me with an answer. I am not using mobile me and I am uploading to a local folder, and I also have my website listed as the site name under the publishing settings page. Once I go to buttons and add the rss button, then go to my website after publishing the changes, the rss button takes me to a 404 not found error page. Should I use an html snippet or is there something I need to do to create an rss.xml page?

Yes, the RSS button would just point to an RSS feed- if you had one, you need to make an XML file for your RSS feed. If iWeb '09 does not allow you to create one unless you have MobileMe (I thought you could) then you can find a variety of free XML editors online.
The iWeb help docs, accessible via the help menu, explain step by step methods to doing a lot of these things.
There are a bunch of Step by Step guides to publishing RSS feeds, so I would check there.
