Something similar to this particularly bad idea was done back around 1995 IIRC and vanished under a torrent of cease and desists combined with user apathy.

If I'm running a commercial website, the last thing I want is the option for all my competitors to publish uneditable rubbish about my site and direct my customers to their sites and I don't want to have to apply to Google to have slanderous or inaccurate comments removed each time.

If I'm running a forum or any other sort of content site, the legal implications of abusive or illegal content being shown on the same page as my content is also scary. When people tend to sue first and ask questions later, the last thing a website provider wants is to have to spend money on legal fees dealing with suits that are meant to be directed at Google.
