You can use a few 3rd party apps to accomplish this, and more. My favorite is Still Life by Granted Software (http://www.grantedsw.com).
Others are Fotomagico, and Photo to Movie.
All create a short movie clip that you just drop into iMovie or iMovie HD, then add into your timeline. I'm sure there are others, but I have used these, and I know they work well.

Even better would be total control over Ken Burns

That has to be the creepiest thing I've read all week, and my name isn't Ken Burns.

I do sometimes wonder how he feels seeing his name in iMovie and iPhoto, or if Apple even asked permission first...

Granted Software's web site says they are out of business; FYI.

After watching MacWorld give iMovie 8 and 9 great reviews, it's fascinating to see what happens when a MacWorld exec actually tries to use it. It's really bad! I’ve realized that, for me to stick with iMovie HD, I’ll no longer move forward with Mac OS and hardware much longer.

I've been an early adopter of Apple software and hardware for 20 years. The biggest reason has been the great fun Apple has provided me with its products. A favorite was when iMovie HD came along. I was hooked! While I spend most of my time making maps, when it’s time to kick back it’s movie-time. My son, daughter, wife and relatives are at my door asking me to make movies for them - big ones, 45 minutes and longer.

I tried the new iMovie. It was awful. Working with sound was abysmal. I bought Final Cut Express and found the interface is written in professional-movie-lingo. With instruction book by my side, I made a little movie clip. Three months later I hit the interface wall all over again. Making movies is important to me, but I’ll go for months without touching iMovie. Then I’ll be immersed for a few months. In a nutshell, making movies in iMovie HD is a blast. In FCE, it’s a fight. And if it isn’t fun, I won’t do it.

For now, iMovie HD is compatible with Leopard, but is it compatible with Snow Leopard? If not, I've reached the end of the line. iMovie is too much fun to give up!

[BTW iPhoto comes in second as a show-stopper. You can no longer get into the iPhoto folder (I know about access using the control button, but that really does no good). Also, Apple has decided that users must put their photos into Events! (my brother switched from a PC to iMac and importing his photos was a nightmare. He doesn’t know whether to hate iPhoto or his new Mac).]

Although Granted Software is no longer in business, they still offer Still Life FREE, just click on the green down-arrow and get a free installation package of Still Life 2.4. It contains all those little perks one wants for controlling still, movement, duration, etc. I've been using it for several years and it creates either .DV, .MOV, or iMovie HD.
