You can split clips in iMovie for iOS (and you could in version 1) hold your finger on the clip in the timeline and drag down. A red line appears and then the clip will split with the default transition between the two halves.

Yes, that was a welcome addition. The feature wasn't there in 1.0, but did appear in 1.1, if memory serves. I use that especially when I want a title to extend over just a portion of a clip, since normally a title appears over an entire clip.
