Aside from the fact that this is a large engineering effort with little prospective return and the certainty of massive pushback from the console vendors...
In the '80s video game consoles used plastic cartridges with ROMs in them. All different form factors.

1. No they do not have more money than the US government. That's just a weird little meme that's been making the rounds lately with no meaningful basis in reality.
2. It doesn't matter how much money they have. They're a for-profit company. They're not going to expend resources on a large project without a realistic chance of a return to justify it.
2a. They're certainly not going to put any resources into creating new reader devices for the old ROM cartridges you hope for.

Find it would be cheaper and more cost effective to resolve these type of games via online services like Steam, OnLive (or an Apple version : ) ) - think the hardest part would be the licensing. Look at Deus Ex that existed as a Mac game pre OS X - this game wasn´t upgraded to run on OS X due to licensing (or was it extremely high licensing fee requested) and Aspyr had to give up on it.
I would personally like to have this on my harddrive but...

No matter how much money you have Nintendo, Sony, Microsoft and other console manufacturers like Sega will not license all their technology to another company. On top of that you have rights issues with all the games needing to be re-negotiated as it will be effectively a new platform. Finally it's not worth it as you could just buy the old console and game on ebay for a few bucks avoiding spending billions on research and licensing.
Edwin
p.s. The US Government is in debt to the tune of 15 Trillion dollars. So it you think of it as the US Government's overdraft is currently minus 15 trillion $ then yeah pretty much every individual and company in the entire world has less debt meaning that they are technically richer. This just proves you can prove anything with statistics and how you look at them which is why the internet has some many fun "facts"
