iPad 1 Backup restored to iPad 3 = blank (no apps)

Oh what a joyful day. Received my iPad (3) and figured I'd be transferring the stuff from my v1 and using it in a matter of minutes. Not!!!

mac mini snow leopard
Updated iTunes to latest version
iPad 1 is up to date
transferred purchases from iPad 1
Backed up iPad 1
Launched iPad 3
Tapped through initial setup steps
Picked option restore from backup
Connected to iTunes via USB
Restored from Backup from iPad 1 made this afternoon
Completes
Turn on iPad 3
Comes up empty ... Only the standard apps are there with my custom background screens.
No page two with my apps neatly sorted in folders.

When I look at sync in iTunes, I'd have to pick & choose manually from several hundred apps and manually re-sort everything I'd like to install.

The only thing typical about my iPad 1 is that on page 1 has the Apple default apps and page 2 has a dozen folders in which all but 5 of the apps are contained.

Just in case I missed something, I tried a second restore. No dice. Same empty result.

Any options? alternatives? thoughts?

Thanks, Kris,
That article confirms the steps I followed actually, as outlined above.

The things seemingly carried over are:
- home screen background
- open bookmarks in safari
- pending app updates

Not:
mail settings, mail, apps, folders, music, videos, ...
