When, if ever, does a watchdog group ever admit that there are not issues to report on?

Why is this all about Apple? Regardless of your opinion on Apple the company, I am wondering what other companies in this industry utilize the same manufacturing resources. Why is Apple the only company being identified? Is it because Apple is the only company that will actually do something about it?

I think it's probably just that these groups know they will get a lot more attention if they make it about Apple than if they make it about Microsoft, Samsung, Google or whoever else.

Look at when this "report" came out, and when Apple held its latest WWDC. As always with these things, they take a perfectly good cause and milk it for all the money its worth. Of course they didn't have this data two maybe three weeks ago. And you are correct. This is not an Apple specific issue; rather, it is not just an Electronic industry only problem. This goes on all over the world in different ways in different companies and factories. It is horrible to us because of all our labor laws and unions, but to the rest of the world, it is food on the table. They don't have welfare that really takes care of them between jobs. There are also more people than jobs in China.
The thing is, there are always illegal or "unfair" issues in the world and there will always be. But if you are going to get bent out of shape and blame Apple for this, then according to US Federal law, you ALL are responsible for this. If you see someone breaking the law, and you don't do anything about it (i.e. petitioning your congressman or representitive), you are as guilty as the offending party. Also, I don't care if you are a lawyer who is on the bar, don't pull crap out of your butt to try and make yourself feel better about yourself and fall on your face trying to "prove" me wrong. It is a demonstratable FACT that it is called aiding and abetting.
So basically, the reason for this coming out when it did is because of money. Not that it can't be a coincident, but in today's world I believe none of what people tell me and half of what my eyes tell me. (And yes, I know what the original quote is. I CHOSE not to reword it.)

Anyone really surprised? This is the main reason why Steve Jobs stated that Jobs will not be coming back to the US. Cheap and slave like labor is too hard to pass up. Great way to minimize costs and maximize profit.
