Probably a stupid question but could one use the grading effects on a still (ideally from a raw capture but maybe a high bit, wide gamut TIFF)?

Not a stupid question at all Andrew, but yes, you can select most any kind of media file type and bring it directly into SpeedGrade including stills, but it doesn't decode/process RAW (.CR2) image files.
