I'm going to college in the fall and I'm majoring in business and advertising. I really want a Mac notebook, but I'm new to the world of Mac. My guidelines for the school I'm attending recommends MAC OS version 10.3 and higher.

10.3 is almost 9 years old and will not run on any machine released in the last 7 years or so (including every Intel-based Mac). So if that's the only guideline they're offering, the world is your burrito.
There's a new version of Mac OS X coming out this month. I'd focus on getting a machine that can run that if you're considering buying used. The 15" and 17" MB Pro are good as of late 2007. The 13" portables are a bit later. That said, I'd encourage you to buy current if you can afford it. The most recent models are substantial improvements over the prior ones. To me, the sweet spot is the current base configuration 15" non-retina model. I bought one a couple of days after release. I thoroughly expect that I will still be using it for a while after you graduate.

Does your school participate in the Education Store on the Apple web site, or better yet have a physical computer store to which you can go? Either the guidelines are very loose or the information you have is outdated. I would recommend contacting the school's store to double check the requirements. The Education discount from Apple is quite helpful if it is available to you.
