Can a shared photo stream be viewed by non-Mac users (i.e., Win users w/ no Apple account of any kind?)
if it is to be, it is up to me...

After a shared photo stream is set up is there any way that the people it's being shared with can automatically be notified once new photos have been added? Say every couple weeks you add pics into it.

Yes

Double yes. They can view them from a web browser. Or if the Windows user has installed the iCloud control panel (free iCloud account required) a Photo Stream folder will be created within their user account's Photos folder. Shared photo streams are found in that folder.

Seems I can't do sharing in iPhoto 9.4.2 when running Mac OS X Lion.

Unless the recipient has the latest iOS they won't be able to receive the photo stream when established from an i device.

Too bad that video clips are not supported.

Try Google + with web albums, and Picasa and you can do anything you can imagine.

I tried this and I'm sorry to say I was disappointed. First of all, some of the people I invited refuse to upgrade to iOS 6, and despite the fact that it is possible to view the streams without needing any Apple device, the message received on iOS devices by my invitees appeared to indicate that iOS 6 is a prerequisite. Also, I invited myself at a different email address, and received this message when I tried to accept the invitation:
"An error occurred while joining the Photo Stream. Please try again later."
I took the trouble to try suggestions found at Apple Support Communities, and deleted the first invitation email with the intention of sending another. When I tried to use iPhoto's interface to resend the invitation, although following the procedure seemed successful, it appears that no email was sent.
