If I understand correctly (and maybe I don't) the ipad mini uses the same chip as the iphone 4S. Please correct me. If not, then why does this new product use an older chip than that of the new full size ipad, or for that matter, of the latest iphone which came out a while back?

It's not quite the same as the CPU that was used in the 4S. Same generation architecture, but a later generation fabrication process which makes it a bit faster and more efficient. Nobody outside Apple - and precious few people inside - could tell you definitively why they chose any given CPU for any given product, but the short form is almost certainly that they felt it was the best fit for all of the requirements of the device.
