I had the same problem it is not an iOS issue it is a problem between the carriers. Particularly Verizon and AT&T.

Very easily if you have a jailbroken iPhone with saved BLOBs for iOS 5.x to Cydia's servers or using Tiny Umbrella. You trick the phone into thinking it is getting an approved restore from apple.

I've had this issue in the past, and it boiled down to one of the service providers having some issue. And if you're on a GSM-based network you can easily confirm that it's not your phone, just put your SIM card into another phone and try sending an SMS to the guy.
I agree ask to speak to tech support; it that doesn't get you very far file a complaint with the BBB; seems to get their attention very quickly. You may ask to speak to the Resolutions dept.; they are the retention dept. One last thing; try turning your phone off for a few mins. (say 5) then back on. This will un-registered your phone from the network (best if you both do it). This may allow the system to clear any log jam you may be having.

Another suggestion; does your friend have an updated SIM card? Sound silly but if it's not a newer one, that could cause an issue. Since he isn't using a iPhone have him call and ask for an OTA update (GSM) or dial *228 (CDMA).

This happened with me several years ago, I had an iPhone 3 and connecting with someone with another brand phone. The problem had nothing to do with either our phones or the software. The other person carrier was having problems.

Bravo, @spanky. AppleCare and Geniuses in the Retail Stores are the only official mechanisms for non-developers to report issues to Apple. Apple Support Communities, while it can be very helpful at times, is not. Please, please, folks, help yourself and your fellow users by calling AppleCare when you have an issue. If it's a problem specific to you, you'll be talking to the people best equipped to help you. And if it's an actual bug, reporting it to AppleCare will often speed up an overall solution as engineering resources are allocated to the problems affecting the most users.
Just don't expect AppleCare agents or Geniuses to admit that your problem is a common bug. They're trained not to make any declarations beyond what the company has officially announced.

Just got the iphone 5 Xmas 2012, updated right away to OS6. Couldn't text one person. Deleted contact restarted (not sure if restart was necessary) Then entered the contact as a new contact. Now I can text this contact. Thanks for great advice. Regards Cherry

The Siri in my iPhone 4s has stopped working. The only question it still answers is "What time is it?" Any other questions results in Siri dialing an arbitrary number from my address book or saying that information is unknown. Why? I have rebuilt my iPhone to factory settings, twice. Everything but Siri works as expected. The Siri in my wife's iPhone works fine in the same locations, so this does not appear to be a wi-fi issue.
