Even if you aren't allowed to access a site via your smartphone's cellular system, you still have the passwords with you. 1Password stores the database locally on your smartphone. It only uses Dropbox for sync. So you can work off-line. If you store a new password, it will be sync'd as soon as you reconnect.

One way to remember fake answers would be to use the last name of a childhood friend you aren't connected to any more for your mother's maiden name, plus their pet's name, street they lived on, and other details about that person. You might have to make up some fake words, but if they are all associated with that person, then it should be simple to remember (for instance, I remember one friend's parents had a blue Plymouth car, but no details about it, so I would put "blue Plymouth" for my security question answer).
