Will this video work on an iPad 4?

I'm thinking of getting an iPad 4 and am planning on watching some videos on it, but I'm wondering if they will be compatible.

According to Apple, the iPad 4 can handle:

H.264 video up to 1080p, 30 frames per second, High Profile level 4.1 with AAC-LC audio up to 160 Kbps, 48kHz, stereo audio in .m4v, .mp4 and .mov file formats
as well as a few others.

These videos are in an MKV container, however, I'm thinking there may be some hope of playing them on the iPad without losing visual quality through a straight conversion. My plan is to demux the MKV into its separate audio and video streams, then convert the audio to AAC-LC and finally remux those streams into a MOV container. Of course, this depends on if the video stream already meets the requirements of the iPad, which leads to my question...

First, the (relevant) specs of the videos are:

	Frame Rate                          : 23.976 fps (only thing I'm not sure about... the iPad 4 tech specs page only lists 30 fps, so I'm not sure if this will work... does the 30 fps support listed for the iPad 4 implicitly imply support for 30 fps and below?)

I'm no expert with regards to playing video files on an iPad, but if there is a sample mkv available somewhere, I'd be happy to try it out.

I suspect it will play fine through a 3rd party app like OPlayer and Goodplayer, which have broader file support.
