Apple Mail Previous Recipients Can't Remove Previous Recipients From List

Several times I have gone through my Previous Recipients List to remove old and un-needed email recipient addresses, and they always come back. This is very frustrating. I am using Apple Mail 5.3, and OSX Lion 10.7.5.
Does Apple or anyone have a fix for this.
