I have two of those $99 ones. They were a PITA to set up initially (a few years back due to lack of documentation + inadequate software at the time) but have been solid once Radio Thermostat improved their server, iOS app and I've set them up with a fixed LAN IP address. Certainly cheaper and it didn't have to learn anything for two weeks. Hand programmed it more aggressively than NEST or the Energy office ever would.
FWIW, you can program a Nest thermostat, too. That's what I did with mine. Not sure if it's more efficient, less efficient or the same as a regular programmable thermostat, but I really dig my Nest
