Can iTunes record a segment of a streaming radio program? Also, can iTunes record content through a connected microphone into mp3?

Yes to both of these questions...
1.) Go to www.cnet.com, click downloads in the upper right corner, then search for a program called "StreamRipperX". It downloads streaming music right onto your desktop.
2.) You can buy a USB device called the iMic, which lets you bring in or send out audio to and from your Mac. It's $50 from MacMall, but I just bought one a couple weeks ago and have already turned a few old records into cd's, via a program called CD Spin Doctor
Good luck with everything-
