Why So Many "Partial Album" entries?

Hi all,
Although I'm looking for some well known and popular 80s artists/albums (e.g. Pat Benatar's "Best Shots", Paula Abdul's "Forever Your Girl"), why are these and so many other albums only partially completed in the iTunes Music Store? Secondly where are artists such as XTC, Modern English, General Public and English Beat (among others)?

the reason for those albums is because the artist doesn`t always hold all the rights to all the songs on their albums. If there are songs missing in a particular album, chances are the rights holder won`t give his song to the iTMS. That`s something the label and artist can`t do anything about.

Also, a lot of albums are complete but they don't want you paying only $9.99 for it so it's listed as a Partial Album.
