Shared library error

I have been running Photoshop Elements for some months. Now when I try to start it I get the following message:
The application "Photoshop Elements" could not be launched because of a shared library error: "3<application><application><PathFinder Carbon.dll><>"
Any ideas on a solution would be appreciated.

Reinstall Photoshop Elements.
