Webhosting recommendations

I'm looking for advice and recommendations on web hosts. Anything up to 8 bucks a month with good service is what I want. PHP, CGI, etc are nice bonuses, especially POP mailboxes. Any names?

I use dot5hosting.com They're pretty good and give you a whole wack of features. They should have pretty much everything you would need.
