Can you play the DVD using DVD Player? That might tell you if your computer can read it at all.
Try using Disk Utility (Applications>Utilities>Disk Utility) to create a Disk Image from your DVD, then click on it to mount & try playing it in DVD Player, then burn it in Disk Utility by selecting the disk image you just made & click Burn. Toast6 does the same thing, but maybe Disk Utility will work for you.
iDVD won't help you, that's for encoding from iMovie (& slideshows from iPhoto), not for duplicating DVDs.

It does work on my DVD player as well as my Mac but just can't seem to be able to copy it. I decided to pay a video place to re-convert the original VHS tapes to a DVD-R disc and try to duplicate that.

What happened when you tried to make a disk image?

You absolutely can copy it with you mac without any additional software. This is provided there's not something wrong with the actual disk like a defect or scratch. If toast could't copy it, there is a big chance that may be the issue. At any rate, you can create a disk image of it, and then burn that disk image to another DVD. You don't have to use Toast at all.
