How do I enable function keys?

I have a TiPB 1GHz and run OS 9.2.2. The function keys across the top of the keyboard do double duty -- function keys and things like volume control and brightness. How do I enable the function keys? Presently, computer hardware controls are enabled?
When function keys are enabled, do other hidden dual purpose keys also become enabled? If YES, where can I find a map of the dual purpose keyboard?

Look at the Keyboard system preferences panel ... and the Fn key will always do the "other" function.
