Umm, there aren't any G4 upgrades for the newest ibooks! And I would be surprised if there are any likely to be (the G3 chip is soldered to the MOBO - no daughtercard architecture to play with), so, if you want G4 capability, you need a TiBook.

Due to the fact that you won't find a G4-Upgrade for an iBook (basically because they don't exist), I'd say you'll have to get the TiBook.
Hypothetically, if there were any, I guess an TiBook would be cheaper than a new iBook + G4-Upgrade (As long as you don't take the latest TiBook)
