I had a need to reformat the HD which erased all files, including the music folder. I did backup my music but am not sure how to reinstall it into my iTunes library. Please advise. Thanks.

If you did a complete bootable back up of your computer, restoring your music should be as simple as taking the current blank /USER FOLDER/Music/iTunes folder and replacing it with the one in your backup. Make sure iTunes is quit, though.

I used Backup3 from .Mac. The music is burned to a DVD disk.

Ooooh. I was wondering if you were able to back up the .xml files in the iTunes library -- they hold all the track data and play info.

If you don't have any of the xml files and the music is on DVDs, I suppose the best thing to do is to just reimport the tracks and make sure that "Copy music to library" is selected within iTunes preferences. You'll lose your play information from the previous library.
