You can port your old number to the new phone. When you buy the new phone, you or the store will transfer your SIM card over to the new phone and activate it and there you go.
If you want to give the old phone to someone else they will just simply purchase a new SIM and get a new number or port over their old cell number.

.... and it's another $5/mo for text messages (which was previously included in the cheaper data plan). i think you were asking if you could keep your old, less expensive, data plan with the new iphone. I don't think this is possible unless you pay the penalty for not activating the new phone in store- i believe they force the more expensive 3g data plan on you in order to get the subsidized iphone price.
