The actual speed for a SATA drive also depends on the host controller card. Most PCs have cheap hardware that isn't very fast and that hardware has to do all of the work. The CPU probably has to do all of the work, reading in a bit at a time, converting it to 32 or 64 bits, then writing it out to memory.
