How to remote start Mac

I have a couple of cases of being away and wanting to get files from my office Mac and it has died. I bought a remotely-accessible, ip-addressable, power switch which works fine. I was under the impression that the Mac would reboot itself after a power outage when the power came back on. But it does not. Under energy saver i have checked 'Restart automatically after a power failure'.

I have a 4 year old tower (Power PC 1.42 GHz) with OS 10.4.11

Any suggestions?
