I agree that these things should be put on high priority right now as the US attempts to revitalize the economy and create jobs. Innovation is lacking right now in the American auto industry. The big three continue to produce gas guzzling SUVs while Japanese companies are concentrating on hybrid technology and other cleaner alternatives to traditional vehicles. It's little surprise that GM, Ford, and Chrysler are on the verge of bankruptcy considering their actions over the past 5 years.
In my opinion, combating climate change and coming up with clean alternatives to fossil fuels is the challenge of our generation! With a new Administration coming in January, it's time to get to work...

There is no "the H-1B skilled worker program". Hundreds of applicants without the equivalent of a US high school have been approved, according to USCIS figures, and thousands without the equivalent of a US bachelor's degree.
Further, DoL reports that the vast majority of H-1B recipients are wet-behind-the-ears interns with no above-average skills.
The H-1B is not a "skilled worker" program at all, but simply a program to replace bright, knowledgeable, dynamically US citizens with cheap, easily brow-beaten foreign labor.

I agree with the sentiment of Sowega's comments. Besides, the best and the brightest foreign graduate students will always find a place to work in the U.S. if they shall seek it. But it's the mediocre crowd that can be used and abused that these technogogs want to keep around.

Here are some practical innovations Google's Schmidt should under-take:

* set requirements for the job to which you're hiring, not 3 levels above; you'll still get good people, and besides, it's the honest thing to do (http://www.kermitrose.com/econ200701.html#20070124)

* ditch the trivial pursuit telephone quizzes and have someone competent to do so administer IQ tests, instead; they're much more predictive of results

* people with some sort of music background statistically tend to be a little better software developers, and also tend to have higher retention rates

* pull out the company's support for the Red Chinese rulers to abuse the Chinese people; publicly apologize (not one of those "mistakes happened", "we have to play by the thugs' rules" farces); pay some form of restitution to the victims; never do that again

* publish human contact name, e-mail address and voice telephone number -- at least in CAPTCHA form -- in every help-wanted ad

* focus on the company's core competencies instead of chasing butterflies; don't make the same mistake HP did
