I can second the Epson R1900 recommendation. I bought one for my digital photography classroom - and the output quality is very high. I have several huge, wide Epson printers (44") in my studio - and the R1900 is a perfect example of how a student can make similar, long-lived pigment ink prints at home, up to 13x19 inches, on a variety of papers.
A plus here is that Epson make profiles available for this printer, and the user can fine-tune the output for each type of paper. Prints made with the Matte Black on Epson's Velvet paper are superb. The class prints from Photoshop Elements 6.0 (Macs and PCs).
I had a bit of messing around to do to find and use the latest Leopard driver for 10.5.5 from Epson for the R1900 (it was not on the enclosed CD), but we got it worked out.
Epson often has some rebates on this printer - I paid $395 for it after the rebates. That is a great bargain for this quality. Epson will, of course, make it up from me on ink purchases over the next few years.
