How Do I Change Part of an MPEG to MP3?

Quicktime does not demultiplex the mpeg stream to separate audio and video tracks. You will have to use a utility like BBdemux (check VersionTracker) which will split the mpeg into two files. (BBdemux require OS 9 or OS X.) The file with the m1a extension will be the audio file.
I have heard that iTunes will work with such files but I don't have it (MasOS 8.6) so I can't swear to that. QT 6 may play the file but I am still at QT5 so I can't say about that either.
What will work is to use SoundApp to convert the m1a file to an AIFF that sound utilities like BladeEnc will reconvert to mp3 for you.
BBdemux, SoundApp and BladeEnc are freeware apps.
