frozen icons.. Help.. Cant drag anything

Please help.. My icons have frozen. I can highlight them but they will not "Drag".. Same thing in file list views.. I can not drag anything from on list to another. for example, in iTunes, I try to drag a song to another folder and nothing happens. Have also had a little folder with a question mark flasshing sometime during start up.. I am using 10.2.. with all the latest updates.. G4-400....
Any help would be greatly appreciated..

Have you rebuilt your desktop?

This happens when you do not have permissions to move a file. Do you only have one log in?
If so then it might be time to run the disk utility program from the install CD and see if it turns up anything.
