Fragmentation in OS9

I happened to notice that after a few sessions in OSX, my OS9 drive is always "moderately" fragmented. Any ideas??

Does it become fragmented even if you don't launch and use classic? That would indeed be strange. But if you're using classic, you're using the OS 9 drive, so fragmentation would occur as usual.

up to the moderate level?? After it has been defragged before I booted into OSX, which BTW is being run on an external drive? Just doesn't make sense. OS9 is on internal drive and OSX on an external drive.

Fragmentation can only occur if you write and delete files from a drive. Unless you're writing and deleting to the OS9 volume, I don't see how this can be possible. Are you saving files to the OS9 volume? If no, I suspect that whatever app is showing "moderate fragmentation", is wrong.
