Unable to delete files from desktop

I downloaded some files via Internet Explorer. They didn't fully download. But I cleared everything from the download manager. But I cannot delete from the desktop becasue it says they are still in use. I looked at Apple's support page and it told me to do the following terminal commands
sudo chmod 775 /
password
then you should be able to move the items to the trash, but it still doesn't let me.
does anyone have any ideas?
