"Unable to Open"

I installed 2004 a couple weeks ago and used it successfully for those two weeks. Then last Friday all I got was "Unable to Open File". This happened with both my business account and my personal account. Any one else have this? All back ups seem to be corrupted too.
I called Intuit and the only thing the guy would tell was it was Apple's fault in Panther and for "one ninety nine dollars" they could recover my file. Does this sound like a scam to anyone else? Makes me wish I never had left 2002.
For the recrod I'm on 10.3.1
