10.2->10.2.8 failed until I installed 10.2.3 first

This relates to this thread, but since it's a different issue, I think it belongs in a different thread.

In rebuilding my beige G3 system, I found that once I had a working install of MacOS X 10.2, I could not successfully install the 10.2.8 Combo updater. It would run only so far, then it would tell me that an error had occurred, and to try again. I tried this repeatedly, both with my full 384 megabytes of RAM, and stripped down to only 128 megabytes.

After a while, I went back on Apple's site, and looked forthe oldest updater I could find that woudl update 10.2 to anything. I found the 10.2.3 Combo updater, and ran it. It installed just fine, after which I was able to successfully run the 10.2.8 Combo updater as well.

Are there any known issues that pertain to this?

Updating my ROM from revision A to revision C corrected this problem as well. After that upgrade, I was able to install the 10.2.8 combo updater directly over 10.2.0.
