I tried installing Panther recently and it asked me to get ready CD2 for installation of other language packs which I had installed earlier. I removed part of the languages that I do not need and left 2 others. Can I just leave CD2 alone and just continue with only CD1? Will the system encounter any problem later?

Wile going through the install on CD 1 there should be a time that you can choose Custom Install, in there I would assume you to be able to choose only your primary language.

I always select "Custom" when installing (or reinstalling) OS X. That lets me omit all languages except English (I also leave out the printer drivers I don't need). Even so, the installation program asks for Disk 2 and only thereby completes the installation process.
Me, I'd do a reinstall with Custom. But if your system seems to work without Disk 2, I guess go for it.

Disk 2 contains the language packs, printer drivers, and the apps that come with OS X (iApps, Mail, Safari, etc.). If I remember correctly, disk 3 contains X11.
