i read somwhere that the dvd player on an iBook can have the region changed up to five times, after which it permanently locks into the region of the last dvd played. what i want to know is, does region 0 count as one of these regions - or can i play both region 0 and region 2 dvds indefinitely? (like, i think, a normal dvd player would do?) So far i have only tried paying region 2 dvds.

I regularly play region 0 discs and region 1 without any need to switch. When you insert a region 0 disc DVD player app does not ask for you to switch region on your drive. This is documented in the DVD Player help file as part of Mac OS.
