Libraries?

Is there any "one true definition" as to what should go into a system library as opposed to a stand-alone library as opposed to application utility folder. I've got 2 Macs that are out of sync in that regard. Seems to me there was an organizer of some kind that would make command decisions for you as to what should go where, or at least make the suggestion.

Well I assume mean the "Library" folders that are scattered across one's hard drive. There are three types: user (in a user's home folder), root (at the root of the drive), and system (in the system folder). Don't touch the one in the System folder. In fact, don't touch the System folder at all. The root Library folder is the place to put something so all users can access that resource. The user folder is local to you so only you can access that resource. Availability is the main difference.
